Russian, Belarusian, Ukrainian, Kazakh, Armenian, Georgian and Moldovan nationals need a visa, not an ETA. You can apply no earlier than three months before travel; £135 for six months, and the fee is not refunded even on refusal. Your passport comes back the same day, a decision usually takes three weeks, and a refusal cannot be appealed.
