CMA tells online retailers to include mandatory delivery fees in total prices
In a 2 November letter, the regulator says shoppers must see the full price in adverts and product listings, not only at checkout.
Thanks for £1
On 2 November 2026 the Competition and Markets Authority (CMA) published an open letter to online retailers. If a customer cannot buy a product without paying for delivery or collection, the minimum mandatory charge must be included in the total price shown to them. The requirement applies across the UK under the Digital Markets, Competition and Consumers Act 2024. The letter does not introduce a new tax or registration deadline.
Where the full price must appear
Show the total at every stage where a price is given: adverts, product pages, baskets, checkout and payment pages. Include mandatory delivery or collection, other unavoidable fees and taxes. A breakdown and a product-only price may also be displayed, provided the total remains clear and timely.

Where a single flat delivery fee applies to a basket containing several products, retailers must still give customers the total including mandatory delivery throughout the shopping process. Optional delivery charges must be explained clearly. If the amount cannot reasonably be calculated in advance, explain that an additional charge may apply. Do not hide this information behind a link or expandable menu. The rules also apply to marketplaces, comparison sites and search engines showing prices from multiple sellers.
What retailers should do
Review adverts, search listings, product pages, baskets, order summaries and mobile apps. Test different delivery addresses, basket sizes and free-delivery thresholds. Fix cases where a mandatory fee appears only late in checkout. Check the CMA letter and its CMA209 guidance. The regulator warns of enforcement and penalties for continuing breaches. The letter does not announce a new commencement date for these rules.
