The bank's valuation is not a survey: the three survey levels when buying in the UK

Many buyers in the UK think that because the bank sent a valuer, the house has been checked. It has not: a mortgage valuation is done for the lender — to confirm the home is worth what is lent — not for you and not about its condition. Condition is checked by a survey, and under the RICS standard there are three levels: 1, 2 and 3. Here is how they differ and which to choose.

The bank approved your mortgage and sent a valuer — so the house has been checked? No. This is the most common and costly mistake a UK buyer makes. A mortgage valuation is done for the lender and tells you almost nothing about the condition of the house. Condition is checked by a separate survey — and under the RICS standard there are three levels. Here is how a valuation differs from a survey, and which level to choose.

The bank's valuation is for the bank, not you

A mortgage valuation answers one question for the lender: is the property worth what it is lending — is it adequate security? It is not an inspection of the condition of the house. The valuer may do it quickly, sometimes "drive-by" or from databases, with no detailed inspection. You often pay for it, but it is done in the lender's interest. It will not tell you about damp, the roof or cracks.

Why you need a separate survey

A survey is an inspection in your interest: to find defects before you buy, while you can still negotiate or walk away. The roof, damp, cracks and subsidence, old wiring, rot — these surface after you move in and cost thousands. A survey shows the problems in advance. In the UK home surveys follow the RICS Home Survey Standard (in force since 2021), and there are three levels.

Level 1 — Condition Report (basic)

The simplest and cheapest. A surface-level inspection where each part of the home is given a "traffic-light" rating — red (a serious defect needing repair or urgent further investigation), amber (will need attention soon), green (in good order). It usually gives no detailed advice or market valuation. It suits new and conventional homes in good condition, where you only need a general signal.

Level 2 — HomeBuyer Survey (mid, the most common)

A more detailed inspection of the accessible parts of the home, with the same traffic-light ratings, plus advice on issues that will affect repair costs. It flags damp and subsidence and points out obvious breaches of building regulations. It can be ordered with a market valuation ("Level 2 + Valuation"). It is the sensible choice for an ordinary house in reasonable condition — the middle ground on price and detail.

Level 3 — Building Survey (full)

The most thorough inspection of structure and condition. It explains how the house is built, what the defects are and how to repair them, and looks at outbuildings, boundaries and shared areas, and where needed the attic and under-floor spaces. It is for older, larger, unusual or altered homes, properties in poor condition, and cases where major works or alterations are planned.

Which level to choose

A new build or a standard house in good condition — Level 1 or 2. An ordinary home you want to be sure about — Level 2. An old or Victorian house, one with extensions, in doubtful condition or due for renovation — Level 3 only. Use a chartered RICS surveyor: it is a regulated profession, and the report follows a single standard.

What it gives you

A survey report is leverage. If it finds expensive defects, you can cut your offer by the cost of repairs, ask the seller to fix them before completion, or budget for them. Above all, you avoid buying blind a house that turns into a money pit. Against the price of the home, the cost of a survey is tiny.

In short

A mortgage valuation checks the security for the lender, not the condition of the house. To learn the real condition you need a survey under the RICS standard: Level 1 (basic, for new homes), Level 2 (mid, for an ordinary home, optionally with a valuation), Level 3 (full, for old and unusual homes). Use an RICS surveyor and use the report to negotiate or plan repairs.
