Older person's bus pass: in England it starts at pension age, not 60

Free bus travel by age in England does not start at 60. It starts when you reach State Pension age. London is the exception: there you travel free from 60, but only within London. In Wales, Scotland and Northern Ireland the threshold is 60.

This is where most of the confusion comes from. People hear that "it's free at 60" from a friend, but the friend lives in London or in Wales, where the rule is different.

What does the London pass at 60 cover?

If you live in London, you can travel free on buses, tubes and other transport when you are 60 — but only within London. The pass stops at the boundary, so it will not cover a trip into a neighbouring county.

The English scheme is the English national concessionary travel scheme (ENCTS). It provides free local bus travel on bus services in England to eligible older people and eligible disabled people. The hours it applies and any discretionary concessions on top of the statutory minimum are set by your travel concession authority, so check your own.

Where do you apply for the pass?

The pass is issued by your local council, not by central government. GOV.UK has a postcode box: enter your postcode and it takes you to your council's application page. The same page lets you check whether you can get a pass sooner, because some councils run wider local schemes.

If you live in Scotland or Northern Ireland, you apply through those nations' own schemes, which are linked from the same GOV.UK page.

You will need proof of age and address and a photo in the right format. The pass is free — paid "application services" online have nothing to do with the official scheme.

What if you are not near State Pension age?

Age is not the only route. There is a separate disabled person's bus pass, available on grounds of disability regardless of age, and also applied for through your local council. Criteria vary between councils, so check your own council's page.

A third route is often forgotten: community transport services and Shopmobility. These are local transport services for people who find it hard to use ordinary public transport, plus wheelchair and scooter hire in town centres. They do not replace a pass, but they cover journeys a bus cannot.

How much is a bus pass worth?

The saving is easy to underestimate. Two standard bus fares a day add up to hundreds of pounds over a year, and for someone living on the State Pension that is a real share of the budget. So apply as soon as you qualify rather than when you get round to it — nobody refunds fares you paid while entitled.

Check your State Pension date on GOV.UK, find your council's page by postcode, and apply early: councils usually need a few weeks to produce the card.
