Driving in the UK on a foreign licence: exchange rules, tests and costs in 2026

An EU licence is valid until you are 70, a Ukrainian one for 36 months, and a Russian, Belarusian, Kazakh or Moldovan one for just 12. Which countries can exchange without tests, who must sit theory and practical, what it costs, and where people lose time.

"Can I drive in Britain on my own licence?" is the same question for everyone and has a different answer for each person, and it turns on one thing: which country issued the licence. That determines both how long you may drive and whether you will have to sit tests at all. Here it is by group, with the exact deadlines and fees.

What are the three exchange scenarios?

First: the EU and the European Economic Area. Licences from the 27 EU states plus Iceland, Liechtenstein and Norway are valid in Britain until you turn 70. If you are already 67 or older when you become resident, you get three years. You may exchange at any point, but you are not obliged to.

Second: designated countries. Licences from these can be exchanged for a GB licence with no tests: Andorra, Australia, Barbados, the British Virgin Islands, Canada, the Cayman Islands, the Falkland Islands, the Faroe Islands, Gibraltar, Hong Kong, Japan, Monaco, New Zealand, the Republic of Korea, North Macedonia, Singapore, South Africa, Switzerland, Taiwan, Ukraine, the UAE and Zimbabwe.

Third: everywhere else. This covers licences from Russia, Belarus, Kazakhstan, Moldova, Georgia, Armenia, Azerbaijan, Uzbekistan and Kyrgyzstan. You may drive on them for 12 months from becoming resident in Great Britain. After that only a GB licence will do, and the only route to one is the ordinary one: a provisional licence, the theory test and the practical test.

How does the rule for Ukrainian licences work?

For people who arrived on the Ukraine visa schemes (Family, Sponsorship, Extension), the government extended the period for using a Ukrainian licence from 12 to 36 months from first entry to Great Britain. The clock keeps running even if you switch to a different visa in the meantime — a skilled worker visa, for example.

The rule covers vehicles up to 3,500kg. After three years the licence must be exchanged. One detail people often learn too late: if the Ukrainian driving test was taken before 28 December 2021, a manual practical test is required for manual entitlement on the GB licence. Otherwise the GB licence is automatic-only.

What if your country is not on the list?

The route is strict and has no shortcuts. Do the whole thing while your 12 months are still running, or the car simply stops.

Provisional licence. £34 online, £43 by post. You need a British address and proof of identity.
Theory test. £23. Two parts in one sitting: 50 multiple-choice questions and the hazard perception video test. Both must be passed in the same attempt.
Practical test. £62 on a weekday, £75 in the evening, at weekends and on bank holidays.

On a provisional licence you cannot drive alone: someone over 21 who has held a full licence in that category for at least three years must be beside you, and the car must show L plates (D plates are allowed in Wales).

What does a UK licence really cost?

£34 + £23 + £62 = £119, and that is fees only, assuming you pass first time. The real figure is higher: the British practical test is among the strictest in Europe, and experienced drivers from abroad routinely fail on details — observation at junctions, mirror discipline. Budget a few lessons aimed specifically at the test's requirements; it is cheaper than paying £62 twice more.

Waiting time is its own cost. Practical slots at busy test centres do not appear on demand, which is another reason not to start in month eleven.

How long does an exchange take and what does it cost?

If your country is on the exchange list, no tests are needed — you apply to exchange. Exchanging a full EU/EEA licence costs £43, or nothing if you have held a GB licence before. Do not leave it late: the exchange works while the licence is still valid, and the closer you are to the end of your permitted period, the less room you have if DVLA asks for extra documents.

What are the common mistakes?

Counting from the date of entry rather than from becoming resident. The clock starts when you become resident in Great Britain, not on a tourist arrival.
Relying on an international driving permit. It does not extend anything and does not substitute for a GB licence; it is a translation of your national document, nothing more.
An EU licence obtained by exchanging a non-EU one. That is valid in Britain for 12 months only — the EU rule above does not apply to it.
Waiting until the last month. Theory, practical and the booking queue take weeks. Running out of time removes your right to drive; it does not buy you an extension.
Insurance. It costs more on a foreign licence. Once the GB licence arrives, re-quote the policy — the saving is often substantial.

What is different in Northern Ireland?

Everything above applies to Great Britain — England, Scotland and Wales. Northern Ireland has its own licensing system and its own regulator, so the deadlines and the exchange procedure there need checking separately.
