Free English in Britain: who qualifies for funded courses and where to enrol

English in Britain is not about elocution — it is about everyday life: understanding a letter from HMRC, talking to a doctor, getting through an interview, helping your child at school. The good news: adults can learn it for free, because the state funds ESOL courses (English for Speakers of Other Languages).

Who pays, and where you learn

Courses are paid for from the Adult Skills Fund; in London the Mayor's office manages that money. Teaching happens in colleges, in council adult / community learning centres and in charities, with online, evening and weekend options and sometimes childcare while you study.

Who studies for free

As a rule the course is fully funded if you are:

— out of work and on benefits (Universal Credit, JSA, ESA) and looking for work;

— working but on a low wage — below a threshold set by the provider;

— in a specific group: refugees, people on resettlement schemes (Ukraine, Hong Kong BN(O), Afghan ARAP/ACRS), or asylum seekers who have waited six months or more. They usually do not need the three-year residency test.

What you will be asked at enrolment

Typical conditions: aged 19+, living in England, usually three years of residence in the UK or EEA and a suitable immigration status (settled or pre-settled and similar). You will be asked to prove your status, and for a free place your benefits and income. Levels run from Entry 1–3 to Level 1–2; some lead to an exam and a qualification, others focus on speaking and confidence.
