Carrying £10,000 across the border: when you must declare cash

Carry £10,000 or more and you must declare it, or risk seizure and a fine. Threshold, deadlines and a £5,000 penalty.

If you carry £10,000 or more in cash across the border, you must declare it — otherwise the money can be seized and a penalty added on top. The rule applies when moving cash between Great Britain and a country outside the UK. The details come from official gov.uk pages.

At what amount is a declaration needed?

You must declare cash of £10,000 or more (or the equivalent in another currency) carried between Great Britain (England, Scotland, Wales) and a country outside the UK. The threshold also applies to a group: if together you carry £10,000, a declaration is needed even if no one person has that much. Northern Ireland has a different threshold — €10,000.

What counts as "cash"?

Not just notes and coins. The rule covers travellers' cheques, bearer bonds and signed cheques not made out to a specific person or organisation. In Northern Ireland, cash also includes money orders, gold coins, bullion or nuggets, and prepaid cards.

When and how do you declare?

When leaving the UK you declare before you go. When arriving, declare either in advance or at customs on arrival. You can submit a declaration no earlier than 72 hours before travel. The easiest route is the HMRC online form: you get a reference number that you may be asked to show at customs. If you cannot use the online service, call the Customs and International Trade Helpline on 0300 322 9434 (24 hours). On arrival, follow the "goods to declare" signs or the "red channel".

What happens if you do not declare?

A Border Force officer can seize all the cash you are carrying. To get it back you may pay a penalty of up to £5,000, which can be taken from the seized cash before the rest is returned. Separately, cash can be seized if customs have reasonable grounds to suspect a crime: they can hold it for 48 hours, and longer only with a court order.

Can you challenge a penalty?

Yes. Put your disagreement in writing to the Fraud Investigation Service (Cash Declaration Penalty Team, Newcastle, NE98 1ZZ) within 30 days of the date on the penalty notice, explaining why you disagree.

What if the cash travels by post or freight?

The rule is not only about what you carry on you. For cash sent by post, parcel or freight between Northern Ireland and a non-EU country (including from Great Britain), customs may request a separate cash disclosure form. No declaration is needed for travel from Northern Ireland to Great Britain. To avoid mistakes, when you file online have to hand the details of the owner and recipient of the money, the route and the source of the funds — the form asks for all of it. Keep the reference number you receive until the end of your trip.
