Free English in Britain: who can get £0 ESOL and where to apply now

England's 2026/27 national full-funding threshold for ESOL is £26,800 annual gross income, including people who are unemployed or economically inactive, but devolved areas set local rules. Here is how to find courses across all four UK nations, what evidence to bring and why an ordinary ESOL course may not satisfy a visa or citizenship requirement.

Checked on 10 October 2026. Russian-language groups often advertise 'English for life', conversation clubs and Life in the UK preparation. These are useful, but a free conversation club, publicly funded ESOL, Functional Skills English, IELTS and a UKVI-approved test are different products. Choosing the wrong one can cost months and money.

Who can study free in England?

For the 2026/27 funding year, national Adult Skills Fund rules in non-devolved parts of England fully fund ESOL up to Level 2 for adults who meet residency rules and earn £26,800 a year gross or less. That includes people with no earnings: unemployed and economically inactive learners. Employees and self-employed people can qualify below the threshold.

Above it, a course may be co-funded. The £26,800 figure is not one UK-wide rule. London, Greater Manchester, West Midlands and other devolved authorities use local rules and may set a higher threshold. A college or adult-learning provider makes the final decision after checking address, status and income.

Finding a London course

Use City Hall's 'Find adult learning courses near you' page, enter ESOL and then a borough or postcode. It covers colleges, councils and funded providers. Availability changes, so ask for an ESOL initial assessment, full-funding eligibility and learner support for travel or childcare. Assessment places a learner at Pre-Entry, Entry 1–3, Level 1 or Level 2; a beginner does not need to pass an exam first.

North Yorkshire Council's official service showed these as available and £0, subject to eligibility, when checked on 10 October:

  • 12 October, 1pm: ESOL English for Life — Reading, five weeks.
  • 13 October, 9:30am: Introduction to Pre-Entry ESOL at St Peter's, Harrogate, eight weeks.
  • 14 October, 12:30pm: ESOL Step into Reading in Scarborough, three weeks.
  • 3 November, 6pm: Beyond Basics — Fluent Conversations, online, five weeks.
  • 4 November, 12:30pm: Pre-Entry Language for Work, online, seven weeks.
  • 23 November: online English for Life — Writing and Understanding Life in the UK.

A place is not secured until the provider confirms it. The council says English, maths and computing through Level 1 are free subject to eligibility, while Level 2-and-below provision is free below the £26,800 income threshold. Discretionary Learner Support may also help with books and other study costs.

Scotland: start with your local authority

England's funding rules do not apply. The Scottish Government directs learners to their local authority's Community Learning and Development service, colleges and community organisations. Options range from conversation groups in libraries or community centres to SQA ESOL qualifications from beginner to university-entry level.

A national inspection review published in February 2026 confirmed the benefits of ESOL but also high demand and weak coordination. Free tuition and waiting time therefore need a local check. Search your council for Community Learning / Adult Learning / ESOL, request an assessment, and search colleges through My World of Work at the same time.

Wales: 13 local partnerships

Adult Learning in the Community is organised through 13 regional partnerships plus Adult Learning Wales, often in libraries, schools and community learning centres. It covers ESOL, literacy, digital and employability skills. There is no single £0 promise for everyone: fees and concessions depend on the partnership, status and course. Search your council for Adult Community Learning and ESOL.

Northern Ireland: use the official ESOL NI search

nidirect confirms that Further Education colleges and community organisations provide ESOL across Northern Ireland. Follow the ESOL NI link from nidirect or ask a local careers office for free advice. Courses cover speaking, listening, reading, writing, vocabulary and grammar, with placement after assessment.

What to bring

  1. Passport or other identity document.
  2. Proof of address and date of birth.
  3. Immigration-status evidence or a share code if requested.
  4. A recent payslip, contract or Universal Credit statement for income evidence.
  5. Benefit evidence where relevant.
  6. Your work pattern and any childcare, travel, device or disability-support needs.

Residency rules are more complicated than a simple 'three years in Britain' test and contain status-specific exceptions. Do not reject yourself: give the provider the evidence and request a written funding decision.

The main trap: ESOL is not automatically a visa test

An ESOL course improves English and may award a qualification, but not every qualification is accepted by the Home Office. Citizenship or settlement normally requires suitable proof at B1, B2, C1 or C2, or an English-taught degree, unless an exemption applies. GOV.UK warns that submitting the wrong qualification can lead to refusal.

The Life in the UK Test is separate: the official fee is £50, it must be booked at least three days ahead, and it has 24 questions in 45 minutes. It does not replace proof of English. Book only through GOV.UK.

Checking a private-language offer

  • For a 'government certificate', ask for the exact awarding body and qualification number.
  • For a UKVI claim, verify the test and centre on GOV.UK before paying.
  • Do not surrender an original passport or pay cash without a receipt.
  • Ask whether the exam is included and what the refund policy says.
  • A free library conversation club is useful for daily speech but is not an accredited course.

The practical step today: apply to two official providers at once — council adult learning and the nearest FE college. Ask for an initial assessment, full funding, and travel or childcare support. This is faster than waiting for one oversubscribed free class.
